No Justice

One day the Palace II simply crumbled and fell. Most residents were at work, or school/college, but still nine people died. And dozens of families were left homeless.
The investigation revealed that the building was constructed with shoddy materials, weak central pilars, and so on. The engineers and architects and foremen in charge confessed that the owner of the buildings, mister Sergio Naya, has ordered them to use the weaker steel beams, and the poor concrete mix, as a way of saving money. When the safety regulation inspectors dropped by on regular visits, they would pretend to be using the right materials. Who knows, maybe some bribing occurred.
Sergio Naya fought on Justice for six years, to NOT pay indenizations to the families that used to live on Palace I and II (Palace I was condemned and the people living there had to move out too). Finally, after six years, the Supreme Court of the State of Rio de Janeiro had a few of mr. Naya's estate sold to pay the indenizations.
Today, the families were supposed to receive the first part of the indenizations, something close to 37,000 US dollars at today's exchange rates. Its would be enough for them to get decent houses or apts.
The Federal Judge Frana Elizabeth Mendes, of the 7th Section of Rio the Janeiro ordered the payments to be suspended/not made.
Why?
Because mr. Naya also is deep in debt with federal govenment, having cheated on several taxes, including income taxes.
To the kind mrs. Judge, taxes take precedence over people who lost almost all they had, six years ago.
No matter to her that the money was raised specifically to help those people re-start their lives, she says taxes have precedence.
No matter that she could order that some OTHER part of mr. Naya's estate/properties/possessions be sold or auctioned off to pay the tax debts.
No matter that her order is a harsh blow to the people who waited six years for a measure of justice.
No, she says taxes have precedence.
